В ноябре 2013 г. на 3-м пленуме ЦК КПК 18-го созыва был создан Совет государственной безопасности (СГБ). В настоящей статье выявляются мотивы, лежащие в основе данного решения, анализируются персональный состав и основные задачи СГБ. Автор статьи приходит к выводу, что в ходе дальнейшей эволюции Совета государственной безопасности нельзя исключать его трансформацию в институт, отвечающий за внешнюю политику и безопасность и имеющий двойной партийно-государственный статус. Этот шаг способен переформатировать структуру распределения власти в Китайской Народной Республике.</p></abstract><trans-abstract xml:lang="en"><p>Xi Jinping’s diplomacy relies on certain institutional changes related to the foreign policy decision-making process. National Security Commission (NSC) was established at the 3rd Plenary Session of the 18th Central Committee in November 2013. The paper analyzes the rationale behind this decision, personal composition and main tasks of the NSC. The author argues that further evolution of the National Security Commission does not exclude its transformation into a dual party-state institution in charge of foreign policy and national security.
