Исследуются исторические и культурные основы ее формирования, личностный фактор, выраженный в определяющей значимости роли правителя в формулировании основных контуров самоопределения и самопозиционирования малой монархии в региональном и международном контекстах, восприятие ключевых вызовов и угроз и способы реагирования на них, а также использование политической идентичности эмиратским руководством в реализации интересов страны. Отмечается, что основы внешнеполитической идентичности ОАЭ были заложены еще в период правления первых эмиров малой монархии и затем адаптированы и развиты новым поколением харизматичных и амбициозных лидеров с глобальным видением. Ключевое значение при этом имело слияние видений правителей двух эмиратов, наиболее весомых в политической и экономической жизни страны, – Абу-Даби и Дубая, что предопределило закрепление статуса ОАЭ на региональном и международном уровне как влиятельного и авторитетного игрока. Автор резюмирует, что главными компонентами эмиратской внешнеполитической идентичности, формулирование и успешное использование которой позволило малой монархии преодолеть объективные географические ограничения и уверенно отстаивать собственные подходы и интересы, проводя самостоятельный курс, стали прагматизм, приоритезация задач обеспечения социально-экономического развития и процветания, гармоничное сочетание консервативных ценностей и методов управления с идеями космополитизма, ориентация на принципы взаимосвязанности и включенности в глобальные финансовые и логистические цепочки и ключевые политические структуры мирового устройства, а также способность к адаптации к происходящим трансформациям баланса сил и умелой интерпретации международных норм и дискурсов в продвижении собственной повестки и имиджа.</p></abstract><trans-abstract xml:lang="en"><p>The article explores the phenomenon of the foreign policy identity of the UAE, an oil-producing nation in the Persian Gulf that has managed to overcome the constraints of its smallness and assert its prestige on a global scale. The study aims to identify historic and cultural basis of the shaping of this identity, the monarchy’s perception of threats and challenges and its ways of dealing with them, the role of political leadership and how their personal views and ambitions shape the contours of the country’s self-positioning as well as the use of the foreign policy identity in implementing national interests. The author discovers that the core of UAE foreign policy identity was contoured by the founding fathers of the small monarchy and then later developed and adapted by the new generation of ambitious, charismatic, and visionary leaders. The key factor was the fusion of visions of rulers of the two emirates with most economic and political weight in the federation, Abu Dhabi and Dubai, that defined the regional and international status of the UAE as an influential and powerful actor.
