Sci.), PhS (Econ.), Professor, Leading Research Fellow</p><p>30/1 Spiridonovka street, Moscow, 123001</p></bio><email xlink:type="simple">ddegterev@inafr.ru</email><xref ref-type="aff" rid="aff-1"/></contrib></contrib-group><aff-alternatives id="aff-1"><aff xml:lang="ru">Институт Африки РАН<country>Россия</country></aff><aff xml:lang="en">Institute for African Studies RAS<country>Russian Federation</country></aff></aff-alternatives><pub-date pub-type="collection"><year>2024</year></pub-date><pub-date pub-type="epub"><day>20</day><month>09</month><year>2024</year></pub-date><volume>15</volume><issue>2</issue><fpage>57</fpage><lpage>73</lpage><permissions><copyright-statement>Copyright &amp;#x00A9; Дегтерев Д.А., 2024</copyright-statement><copyright-year>2024</copyright-year><copyright-holder xml:lang="ru">Дегтерев Д.А.</copyright-holder><copyright-holder xml:lang="en">Degterev D.А.</copyright-holder><license license-type="creative-commons-attribution" xlink:href="https://creativecommons.org/licenses/by/4.0/" xlink:type="simple"><license-p>This work is licensed under a Creative Commons Attribution 4.0 License.</license-p></license></permissions><self-uri xlink:href="https://www.interanalytics.org/jour/article/view/552">https://www.interanalytics.org/jour/article/view/552</self-uri><abstract><p>Данная статья посвящена проблемам и перспективам развития науки о международных отношениях в Тропической Африке. В исследовании рассматривается феномен африканской агентности (субъектности) на двух уровнях: внешнеполитической экспертизы и практики, с особым акцентом на первый уровень. Африканская агентность – это концептуализация зависимого развития континента в контексте агент-структурной проблемы в международных отношениях, позволяющая посредством конструктивистского подхода более реалистично передать основные особенности международных отношений на континенте. В статье представлен инструментальный и даже манипулятивный аспекты нарратива «африканской агентности», при этом особое внимание уделяется пределам агентности. Среди них – недостаточный уровень распространения качественного среднего и высшего образования, особенно на национальных языках. Показан советский опыт выхода общественной науки Мали из «интеллектуального кокона» бывшей метрополии. Исследуется проблема финансирования ведущих африканских мозговых центров по международным отношениям, в т.ч. их зависимость от западных и китайских источников, а также усиливающаяся иерархичность науки о международных отношениях, что негативно сказывается на положении дел на континенте. Проведен анализ участия африканских исследователей в международных конференциях, в том числе в рамках Ассоциации международных исследований (ISA). Большое внимание уделяется позитивным примерам развития африканской агентности – проведению пяти Международных конгрессов африканистов в 1960–1980-е гг., а также деятельности Совета по развитию исследований в области социальных наук в Африке (CODESRIA). Представлены основные элементы успешного развития деятельности CODESRIA в 1970–1980-е годы. В заключении сделаны выводы о перспективах усиления агентности в международных исследованиях Африки в контексте современных геополитических трансформаций.</p></abstract><trans-abstract xml:lang="en"><p>This article is devoted to the problems and prospects for the development of international relations science in Tropical Africa. The study examines the phenomenon of African agency (subjectivity) at two levels: foreign policy expertise and practice, with a special emphasis on the first level. African agency is a conceptualization of the continent’s dependent development in the context of the agent-structural problem in international relations, which allows, through a constructivist approach, to more realistically convey the main features of international relations on the continent.</p><p>The article presents the instrumental and even manipulative aspect of the “African agency” narrative, with special attention paid to the limits of agency. Among them is the insuﬃcient level of distribution of high-quality secondary and higher education, especially in national languages.</p><p>The Soviet experience of Mali’s social science emerging from the “intellectual cocoon” of the former metropolis is shown. The problem of financing leading African think tanks on international relations, including their dependence on Western and Chinese sources, as well as the increasing hierarchy of international relations science, which negatively aﬀects the state of aﬀairs on the continent.</p><p>An analysis of the participation of African researchers in international conferences, including within the framework of the International Studies Association (ISA), is conducted. Much attention is paid to positive examples of the development of African agency, e.g. five International Congresses of Africanists in the 1960–1980s, as well as the activities of the Council for the Development of Social Science Research in Africa (CODESRIA). The main elements of the successful development of CODESRIA in the 1970–1980s are presented.
