Она оказывает разнонаправленное экономическое, культурное и политическое воздействие на принимающие общества. Происходит и переформатирование состава миграционных потоков. В частности, актуализируется сравнительно малочисленная, но политически значимая так называемая ценностная миграция: в России на фоне СВО такой миграционный феномен получил распространение. Цель работы состоит в том, чтобы заложить основу для изучения проблематики импатриации методами политической науки. Авторы анализируют основные содержательные характеристики понятия «импатриация» через его манифестацию в информационной среде и в социальных реалиях в контексте локальных и международных социально-политических процессов, зарубежного и российского нормативно-правового, политико-практического и исторического опыта.</p><p>Методологическая основа исследования включает компаративный подход, методы анализа документов, дискурсов и кейсов. Результатом исследования является авторское определение понятия «импатриация»; характеристика зарубежных моделей, аналогичных российской импатриации, на примере Польши и Венгрии; классификация основных точек роста и наиболее вероятных ограничений, связанных с проведением Россией политики импатриации в ближайшей перспективе; выявлен институциональный дизайн механизма импатриации.</p><p>Переход к политике импатриации способствовал запуску ряда процессов организационной трансформации на локальном и региональном уровне, связанных с необходимостью обеспечения «бесшовного» приема и адаптации востребованных высококвалифицированных иностранных специалистов. Обозначена роль импатриации на двух контурах – внешнем (импатриация как инструмент продвижения российских интересов за рубежом) и внутреннем (импатриация как вспомогательный фактор сохранения и развития человеческого капитала) – для реализации целей развития России.</p></abstract><trans-abstract xml:lang="en"><p>Migration has become one of the leading megatrends of our time. It has a multidirectional economic, cultural and political impact on host societies. The composition of migration flows is also being reformatted. In particular, the relatively small but politically significant so-called value migration is becoming more relevant: in Russia, against the background of the Special Military Operation, this migration phenomenon has become widespread. The purpose of the article is to lay the foundation for studying the problems of impatriation using political science methods. The authors analyze the main substantive characteristics of the concept of “impatriation” through its manifestation in the information environment and in social realities in the context of local and international socio-political processes, foreign and Russian regulatory, political-practical and historical experience. The methodological basis of the research includes a comparative approach, methods of analyzing documents, discourses and cases. The result of the study is the author’s definition of the concept of “impatriation”; characteristics of foreign models similar to Russian impatriation, using the example of Poland and Hungary; classification of the main growth points and the most probable limitations associated with the implementation of Russia’s impatriation policy in the near future; the institutional design of the impatriation mechanism is revealed. The transition to the impatriation policy contributed to the launch of a number of organizational transformation processes at the local and regional levels associated with the need to ensure “seamless” reception and adaptation of in-demand highly qualified foreign specialists.
