На фоне мировой технологической конкуренции и формирования нового технологического уклада особую значимость приобретает изучение стратегий развития стран, стремящихся к достижению научно-технологического суверенитета. Иран представляет собой один из наиболее показательных примеров такой стратегии: более 40 лет он развивает собственную научно-технологическую экосистему в условиях международной изоляции. Изучение опыта развития научно-технологической экосистемы Ирана позволяет раскрыть механизмы ее адаптации к внешним ограничениям. Статья разделена на три блока. В первой части с целью определения приоритетов развития в научно-технологической сфере рассматриваются нормативно-правовые положения и стратегические документы. Во второй – дан анализ системы управления сферой науки и технологий. В третьей части рассматриваются характеристики уровня научно-технологической экосистемы Ирана. На основе базы данных Scopus выявляются публикационные приоритеты иранских ученых и сделана попытка определить, насколько программы научно-технологического развития соответствуют действительности.</p><p>   Ключевой вывод авторов заключается в том, что Иран, несмотря на существенные внешние ограничения, добился заметных успехов в научно-технологической сфере, а ее результаты, выражаемые в публикациях, во многом соответствуют приоритетам стратегических документов.</p></abstract><trans-abstract xml:lang="en"><p>   This article is devoted to the characteristics of the development of Iran’s science, technology, and innovation ecosystem. In the context of global technological competition and the emergence of a new technological paradigm, studying the development strategies of countries striving for scientific and technological sovereignty has become particularly important. Iran is one of the most illustrative examples of such a strategy: for over four decades, the country has been building its own science and technology ecosystem amid international isolation. Examining Iran’s experience provides insight into the mechanisms by which its ecosystem has adapted to external constraints. The article is divided into three sections. The first part examines legal and strategic documents to determine priorities in the development of science, technology and innovation ecosystem. The second part analyzes its system of management. The third part examines the characteristics of Iran’s science and technology ecosystem.
