Анализируются нормативно-правовые акты и стратегические документы социально-экономического и научно-технологического развития, что позволяет определить приоритетные направления государственной политики в данной области. Дополнительно рассматриваются особенности финансирования и кадрового обеспечения ключевых структур, вовлеченных в развитие научно-технологического потенциала страны. Аналитическая часть исследования дополняется результатами работы с базой данных Scopus, что позволяет проверить гипотезу о наличии корреляции между публикационной активностью эфиопских исследователей и тенденциями развития сферы науки и технологий. Применение методов наукометрического и сетевого анализа подтверждает существование данной взаимосвязи. Структурно статья состоит из двух основных частей. В первой рассматриваются предпосылки формирования приоритетов научно-технологического развития и актуальное состояние исследуемой сферы. Во второй приводятся выводы, полученные в результате работы над массивом данных публикаций эфиопских ученых, индексируемых в Scopus. В заключении обсуждается соответствие между выявленными трендами научно-технологического развития Эфиопии и количественными наукометрическими показателями.</p></abstract><trans-abstract xml:lang="en"><p>   The article is devoted to the evolution and current state of science and technology in the Federal Democratic Republic of Ethiopia (FDRE). The paper examines legal and regulatory frameworks as well as strategic documents on social and economic as well as scientific and technological development, identifying the priority directions of state policy in this field. In addition, it studies the current conditions of funding and human resource allocation in the key institutions engaged in advancing the country’s scientific and technological potential. The study is complemented by the analysis of scientometric data from the international Scopus database, which serves to test the hypothesis if the publication activity of Ethiopian researchers correlates with broader trends in the development of science and technology in the country. The application of scientometric and network analysis methods confirms the existence of such a relationship. Structurally, the article consists of two main sections. The first addresses the preconditions for the formation of current science and technology development priorities as well as the present state of the field. The second presents findings derived from the analysis of a dataset of Ethiopian publications indexed in Scopus.
