Израиль продолжает расширять свои поселения

В статье анализируются новые тенденции, определяющие дальнейшее расширение и развитие израильских поселений на Западном берегу, включая Восточный Иерусалим и долину реки Иордан, в секторе Газа, на Голанских высотах. С 1967 г. Израиль создал 150 поселений на Западном берегу, в том числе около 100 «блокпостов» или незаконных поселений, не имеющих официального разрешения израильских властей. Сейчас численность поселенцев составляет 520 тыс. человек, а среднегодовые темпы роста израильских граждан, живущих на оккупированных территориях за последнее десятилетие составили 5,3 %, по сравнению с показателем 1,8 % для израильского населения в целом.

Как известно, после конференции в Аннаполисе (27 ноября 2007 г.) Израиль под давлением международного сообщества объявил официально, что новые поселения больше создаваться не будут. Однако израильские власти сейчас активно расширяют на оккупированной палестинской территории «пограничные зоны» или «буферные зоны» для того, чтобы перевести под действие израильской юрисдикции земли, расположенные между разделительным забором и палестинскими населенными пунктами, которые находятся на достаточно удаленном расстоянии от стены.

Настоящее исследование раскрывает новые формы и методы, цели и задачи израильской поселенческой политики и подчеркивает негативное влияние поселенческого фактора на мирный процесс урегулирования палестино-израильского конфликта, а также общую политическую и социально-экономическую ситуацию на Ближнем Востоке. Автор не исключает, что если политическое решение на основе принципа сосуществования двух государств не будет достигнуто в ближайшем будущем, мы сможем увидеть на карте Западного берега несколько палестинских анклавов, полностью изолированных, как сектор Газа в настоящее время. Очевидно, что в долине реки Иордан и других частях «зоны С» Израиль стремится сделать то, что было осуществлено в районе, где находится блок поселений Маале-Адумим, который в настоящее время все израильские политики считают неотъемлемой частью территории государства Израиль.
