Alexander Orlov graduated from the School of International Relations of the Moscow State Institute of International Relations (now MGIMO University) in 1976 (Diploma with Honor) and from the Department of Law (now the Law Institute) of RUDN University (Moscow) in 2002. PhD (Cand. of Science) in History (1999). He is the author of monographs Law and Politics: Actual Trends of Political Struggle in Foreign Countries (Moscow: MGIMO, 2018), Terrorism Problem in Spain: ETA, a “shock squad” of Basque Nationalism (Moscow: Russkaja Panorama, 2009), Spain in the System of Military and Political Organizations and Alliances of the West: Acquisition of a “New Face” (Moscow: OOST, 2000), as well as numerous articles.
During his years in the Ministry of Foreign Affairs of the Russian Federation Alexader Orlov held various positions, among them: Counselor of the Embassy of the USSR (later the Russian Federation) in Spain (1988–1993); Deputy Director of the Department of International Organizations (1993-20010); Deputy Director of the Foreign Policy Planning Department (2001–2004). At the same time he was also a Special Representative for Relations with Non-Aligned Movement (2001–2004), a Special Coordinator on Humanitarian Demining Issues (1999–2001); an Executive Secretary of the Interdepartmental Commission for Coordinating Russia’s Participation in peacekeeping activities (1994–2001); a member of the Council of Non-Governmental Organizations under the Chairman of the State Duma of the Russian Federation, a representative of the Minister of Foreign Affairs of the Russian Federation for contacts with scientific community (2001–2004). He also repeatedly headed the Russian Federation’s delegations at various conferences and sessions of the UN agencies as well as at forums of the Non-Aligned Movement. In 1994, he was a deputy of Russian delegation’s leader at the OSCE Summit in Budapest and represented the Russian Federation at the final stage of the creation of the Parliamentary Assembly of the CSCE 1992.
From 2004 til September 2018 he was a Director of the Institute of International Studies of MGIMO University of Russia’s Ministry of Foreign Affairs.
Alexander Orlov is a member of the Expert Council of the Analytical Center for the Government of the Russian Federation and a member of the Scientific Advisory Board of the Collective Security Treaty Organization (CSTO). He is also a member of the Governing Body of the United Nations Association of Russia (UNA-Russia).
